I had a user that got de- and reactivated. After the reactivation, he wasn't able to access the homepage. All other apps worked.

The error looked something like this:

com.ibm.lconn.homepage.web.WebException: personId not contained in session

Google brought me to "LO63354: HOMEPAGE DOES NOT RECOVER LOST/DROPPED DATABASE CONNECTIONS" which recommends:
Local fix
Restart Homepage after database server has been restarted

I did as told, restarted the Homepage app via the ISC and voila - the user was able to access the Homepage again. It helped, although there was no apparent DB issue.
